C-Bed Statement

NPPD issued its first request for proposal for wind energy on July 16, 2007. Seven developers submitted ten proposals in response. NPPD subsequently negotiated power purchase agreements (PPAs) with two developers who had proposed Community Based Energy Development (C-BED) projects. The proposed C-BED projects were:

The first project, Elkhorn Ridge Wind, LLC began commercial operation in March of 2009. That year, the facility generated 165,152 megawatt-hours of wind-powered electric energy, which was purchased by NPPD. In 2010, the facility generated 210,544 megawatt-hours of electric energy. In 2011, the facility generated 256,629 megawatt-hours of electric energy. In 2012 the facility generated 272,315 megawatt-hours of electric energy.

The second proposed project, Crofton Hills Wind Farm, was scheduled to begin operation in 2011. The project changed owners and a restated agreement was later signed with the parties and the new owners renamed the project Crofton Bluffs. In November 2012 the project began commercial operation. In 2012 the facility generated 22,687 megawatt-hours of electric energy.  This project is not proposed to be a C-BED project.

NPPD issued a second request for proposal for additional wind energy on November 17, 2008. NPPD received 22 proposals by April 15, 2009. The Board approved negotiations for two of the proposals.

A power purchase agreement was subsequently signed with Laredo Ridge Wind LLC for an 80-megawatt project near Petersburg which began commercial operation in March  2011. In 2011, the facility generated 334,370 megawatt-hours of electric energy. In 2012, the facility generated 354,788 megawatt-hours of electric energy. A second power purchase agreement was signed with Broken Bow Wind LLC for an 80-megawatt project near Broken Bow. This facility began commercial operation in December 2012.  In 2012, the facility generated 21,383 megawatt-hours of electric energy. At this point, neither of these projects is proposed to be C-BED projects. NPPD issued a third request for proposal for additional wind energy on April 4, 2010. Thirty-four proposals were submitted to NPPD by June 4, 2010. NPPD did not sign any contracts as a result of these proposals.

Regarding other wind projects, NPPD signed a Power Purchase Agreement on October 15, 2010 with Bluestem, LLC for a 3 megawatt demonstration project at Springview. The developer planned to have the project certified as a C-BED project. The project began commercial operation in October 2011. In 2011, the facility generated 3,068 megawatt-hours of electric energy. In 2012 the project generated 10,684 megawatt-hours of electric energy.

NPPD signed a power purchase agreement with Broken Bow II for a 75 megawatt project. Broken Bow II is scheduled to begin commercial operation in 2013 or later and is not proposed to be a C-BED project.
