Wayne E. Boyd of South Sioux City has served on the NPPD Board of Directors since 1982. An attorney, Boyd graduated from the University of South Dakota School of Law in 1964. Boyd is a member of the American Bar Association, Nebraska State Bar Association, the Eighth District Bar Association, The Center for American and International Law, International Municipal Lawyers Association, South Sioux City Chamber of Commerce, Rotary, and Morningside Lutheran Church in Sioux City.
