Why are you doing a Lake Maloney Feasibility Study on Wastewater and Water Systems?
Recent changes in regulations regarding septic systems have complicated leaseholder’s financing on their residence and the repair or replacement of existing septic systems. This idea has been discussed in the past with homeowners and NPPD is moving forward with a feasibility study that will examine potential options for supplying potable drinking water and managing residential sewage.

When will this feasibility study begin?
The study is currently underway in the first phase where information is being gathered through interviews and surveys.

What survey are you talking about?
A survey was mailed to all homeowners, businesses, and organizations that lease property from NPPD in late July. The survey would have been on either yellow or blue paper. With changes in owners and situations where the owners do not live year round at Lake Maloney, some leaseholders may have been missed. You can fill out a survey, print a copy and return it via the U.S. Postal Service.

Who will be doing the study and who is Olsson Associates?
NPPD has hired Olsson Associates, an engineering firm based in Lincoln, to conduct the feasibility study.

Are the septic systems causing a problem for the water quality of the lake?
No. At this time this has not been a problem.

What is this study going to cost me?
NPPD is paying to have the feasibility study done.

Will this increase the cost of my lease with NPPD?
The study will create no increase on your lease.

What are you going to get out of the study when completed?
We anticipate several options to be considered and do not know until the study is completed if there will be one or more feasible alternatives. The analysis will factor in the information obtained from the leaseholder surveys, one-on-one interviews, input from an advisory committee and residents’ comments at a series of public information sessions, a review and evaluation of the topography of the land, and locations of the systems provided by the leaseholders. The analysis will also include cost comparisons for the options presented.

Will we, as homeowners, have any input into any recommendations?
Yes. The various surveys and interviews will help develop the alternatives that will be reviewed. Leaseholders will play an integral part of this study.

You will be holding public meetings, can anyone attend? Who will run the meetings?
A series of public information sessions, possibly as many as three, will be held at various stages of the study to share information and receive input. NPPD will coordinate the public meetings with our contractor’s assistance. Anyone can attend the meetings and NPPD encourages your attendance.

If I have questions about this study, do I have to wait until the public meetings to ask my questions?

What kind of options will there be?
As the study is in its earliest stages, it would be too soon to speculate as to what options could be recommended.

Could this system tie into the North Platte water and sewer system? Could there be a sanitary improvement district (SID) formed?
Again, it is still too early to determine what the options are but both of those thoughts would be examined as part of the study.

After the study is completed and the residents have seen the recommendations and provided input, what happens next?
NPPD will review the options for consideration and based on input we receive at the public meeting and from the advisory committee to determine the next steps, if any, and the timing of those steps.

Will this study have any impact on the water level of the lake?
No.

If NPPD prefers an option and wants to move forward what will happen?
NPPD plans to work with the Lake Maloney leaseholders to develop a plan as to how to move forward. Ultimately NPPD’s Board of Director’s would need to approve any plans before moving forward.

If the decision is to construct some type of system as proposed, what will it cost me?
NPPD currently is focused on completing the feasibility study by early in 2008. This study will also develop preliminary cost estimates and options of funding any recommended options. At this time there have been no discussions on whether to move forward with a project or how the costs of such a project would be handled or any assessments to leaseholders.

How much disruption or damage will this project cause to my property assuming it goes to construction?
While it is too early to determine what the options are, NPPD would work the leaseholders to minimize the impacts. We acknowledge, however, that during any construction project there would be some temporary disruption or inconveniences. Further details would be developed as part of any construction phase. Safety of the homeowner and workers during any construction project is also a priority for NPPD.
