Nebraska Public Power District (NPPD) has an immediate opening for an Accounting & Finance Manager located in Columbus, Nebraska.
The incumbent is responsible for investment and management of the District's cash assets; developing and implementing financing strategies and plans to meet the District's operating and capital requirements; ensuring the District's corporate accounting books and financial statements comply with generally accepted accounting principles and regulatory and contractual requirements; and oversight of cost analyses to be used by the District's Pricing and Rates area. The incumbent works closely with commercial and investment banking companies, external auditors, wholesale customers, and community leaders. Accountability is be based upon earning reasonable rates of return on cash investments while minimizing risk of loss of principal; the success of financing strategies to meet the District's capital requirements at competitive rates of interest; assuring adherence to tax requirements for tax exempt debt issues, maintaining books and records such that an unqualified audit opinion is obtained with no material audit adjustments required; and maintaining an adequate internal control structure over the reporting of financial information.
Essential Functions of Position:
- Plan, organize, direct, and coordinate the actions of the Accounting & Finance Department. Develop, monitor, and measure effective performance standards and take appropriate action when standards are not met or as required to improve processes.
- Oversee and direct the preparation, review, and timely issuance of the District's financial statements in accordance with generally accepted accounting principles. Maintain adequate internal control structure over the financial reporting system.
- Work with appropriate areas of the company to coordinate preparation and review of the annual report. Oversee completion of the annual audited financial statements of the District.
- Keep abreast of current developments with GASB and FASB, analyze the impact of their pronouncements on the District's operations, and ensure compliance.
- Optimize long-term investment of the District's funds and ensure investment compliance with applicable bond resolutions, Board Policy and state statutes, and recommend and implement approved alternative financing strategies to lower overall debt service costs.
- Coordinate preparation and review of the District's Official Statements used in connection with applicable debt issues.
- Assure adherence to tax requirements for tax exempt debt issues.
- Develop and maintain strong District relationships with Rating Agencies and banking institutions in association with the District's Investment & Financial Specialist, Investment Portfolio & Debt Administrator, the Controller, and the CFO.
- Provide effective and timely support to business units regarding financial questions and champion and support any necessary training to business unit personnel to better understand the District's financial processes/reports.
Education and Training:
Bachelor's Degree in Accounting, Finance, Business, or related field is required. MBA is preferred.
Licenses and/or Certifications Required:
CPA or CMA preferred
Prior Related Experience:
Ten years professional level experience in utility accounting, finance, planning, and/or audit is required.
