Nebraska Public Power District (NPPD) has an immediate opening for a Senior Environmental Specialist or Environmental Specialist I (Air Quality and Permitting) located in Columbus, Nebraska.
The incumbent is a technical subject matter expert that develops and supports corporate environmental processes (policies, procedures, programs, and studies), to protect District assets and the environment, in the air quality and air permitting area. This person will be expected to: 1) serve as an interface and primary contact between utility operations, environmental regulatory agencies, consultants, and other stakeholders; 2) serve as an expert on special project teams; 3) identify and assess environmental risks; 4) support NPPDs operational and strategic needs; and 5) serve as a technical expert in the area of air quality and air permitting, including preparation of construction permits, Title V permits, NSR/PSD evaluations and emissions calculations, as well as PSD permitting.
Principal Accountabilities (Senior Specialist):
- Design, initiate, and support corporate environmental processes that are consistent with the Districts operational and strategic needs. Ensure accuracy and completeness of the Districts corporate environmental processes with applicable environmental regulations. Develop and/or submit permit applications and incorporate subsequent permit conditions.
- Design, conduct, and support environmental processes and technical analyses to evaluate and report the impact(s) on District operations.
- Serve as an interface with federal, state, and local regulators. Provide expertise on environmental issues to regulatory and legislative bodies, policy makers, industry groups, and other organizations.
- Advise, counsel, and provide guidance to Environmental Coordinators, and other District personnel.
- Develop, write, and modify policies and procedures. Contribute to department strategic and operational planning. Prepare and present regular and special reports.
- Continuously review District environmental programs and processes, and suggest improvements.
- Perform associated activities supporting all Corporate Environmental processes i.e., Environmental Legislative and Regulatory Process (ELRP), Integration Implementation and Training of Policies & Procedures (IIT of P&P) and the Environmental Records and Documentation process.
- Interpret environmental rules and regulations to determine the applicability to District activities and develop course of action.
- Provide notifications to local, state, and federal agencies.
- Incumbent is accountable for miscellaneous other responsibilities as assigned or required.
Principal Accountabilities (Specialist I):
- Design, conduct, and supervise environmental programs, monitoring studies, and audits.
- Research, analyze, and conduct environmental and engineering evaluations as a basis for decisions to be made and provide appropriate course of action.
- Manage and evaluate consultant services, monitoring procedures, data analysis, and reports.
- Interpret environmental rules and regulations to determine the applicability to District activities and develop course of action.
- Provide liaison and guidance in dealing with District divisions and regulators and educate and influence people.
- Provide notifications to local, state, and federal agencies.
- Develop and update procedures, instructions, and District policies and provide guidance and training for District personnel relating to regulations and District instructions.
- Develop RFP's and conduct evaluations of proposals for environmental monitoring studies, professional services agreements, and equipment.
- Prepare and interpret environmental reports, surveys, and applications for state or federal licenses or permits.
- Develop computer programs and other methodologies for data handling and calculations related to monitoring programs, license and permit compliance, and report preparation.
- Serve as an interface with federal, state, and local regulators. Provide expertise on environmental issues to regulatory and legislative bodies, policy makers, industry groups, and other organizations.

Education and Training:
- Senior Specialist - Bachelors Degree in an environmental, scientific, or engineering discipline is required. Masters degree in a related field is preferred.
- Specialist I - Bachelors Degree in the biological, physical, and/or environmental sciences, or engineering is required. Masters degree in a related field is preferred.
Licenses and/or Certifications Required:
- Senior Specialist - Must be able to obtain and maintain applicable state and/or federal licenses and/or certifications, dependent upon the specialty area. Professional certification is preferred, such as Registered Environmental Manager (REM) or Certified Hazardous Materials Manager (CHMM).
- Specialist I - None required.
Prior Related Experience:
- Senior Specialist - Significant broad based environmental process and project ownership/leadership experience required. Experience in multiple environmental disciplines is preferred. Prior related environmental experience with an electric utility is preferred.
- Specialist I - Experience working with the environment; monitoring; and state, federal, and local agency regulations is required. Prior related environmental experience with an electric utility is preferred.
Salary Information:
Sr. Specialist - $6,105 to $8,343 per month
Specialist I - $5,343 to $7,302 per month
