This TSRPP is subject in all respects to the NPPD T-2 Transmission Service Rate Schedule that is in effect at the time a Transmission Service Agreement is signed or service reserved, scheduled or provided as the case may be.
Procedures for Requesting and Arranging Transmission Services
NPPD is participating in the OATi Open Access Same-time Information System (OASIS). Any entity that desires to request Transmission Services or related information from NPPD, and is eligible to obtain such Transmission Services, shall normally use the NPPD Home Page on the OATi WebOASIS (https://www.oatioasis.com). Customers desiring to reserve Transmission Service must obtain a Digital Certificate from a Certificate Authority, or make arrangements by contacting the appropriate NPPD Contact Person below. A digital certificate is required for a "Customer" to access the OATi WebOASIS node. Registration procedures for obtaining a Digital Certificate can be found at the following:

Request Completeness/Bona Fide Request:
Any request for Transmission Services shall contain the information specified below, to be reviewed by NPPD in order to determine if it is a bona fide request:
| (a) | Identity of requesting entity. | |
| (b) | Type of Service Requested. Separate requests must be made for each Ancillary Service on the OASIS with the exception of Reactive Power/Voltage Control which is included with the Transmission Service request. | |
| (c) | Transmission Service Types: Network Firm Firm Point-to-Point Non-Firm Point-to-Point |

| (d) | Ancillary Services: Regulation & Frequency Response Spinning Reserve Non-Spinning Supplemental Reserve Reactive Power/Voltage Control (This is a mandatory ancillary and is not optional.) Energy Imbalance System Control & Dispatch Service |

| (e) | Amount or Quantity of Service Requested. For any schedule or aggregate schedule which crosses the control area boundary the transmission capacity reservation will be in whole megawatts. For any schedule where the point of delivery and point of receipt are totally within the control area boundary the transmission capacity reservation may be in tenths of megawatts. | |
| (f) | If Point-to-Point Service, Point of Delivery and Point of Receipt shall be furnished. | |
| (g) | Ultimate source, ultimate sink shall be furnished. | |
| (h) | Requested term for Transmission Service and/or Ancillary Service, beginning date and time, termination date and time. All times whether for purposes of scheduling, commencement or termination of service, or NPPD record keeping shall be provided or recorded in prevailing (CST/CDT) Central Time. | |
For the purposes of applying the T-2 Rate Schedule the following definitions apply:
| (a) | Day shall be defined as the 24 hour period starting with 00:00:00 and ending with 24:00:00 (CST/CDT hours). |
| (b) | Week shall be defined as any consecutive seven Day period beginning with 00:00:00 and ending with 24:00:00 (CST/CDT hours). |
| (c) | Month shall be defined as a calendar month (i.e., January, February, March, April, May, June, July, August, September, October, November, and December) or any consecutive 30 days or longer beginning with 00:00:00 and ending with 24:00:00 (CST/CDT). |
| (d) | Season shall be defined as either the Summer Season or Winter Season as defined by MAPP. |
| (e) | Year shall be defined as a Calendar year. |
Upon NPPD's determination that a request submitted is complete and is a bona fide request for Transmission Service, such request shall be logged with respect to the date, time, requester, and nature of the request.
Schedule/Lead Time and Requesting Transmission Services:
| (1) | Requests for Firm Transmission Service - Requests for Firm Transmission Service (including Network Firm Transmission Service) shall be submitted in accordance with the following schedule: | |
| (a) | Requests to reserve Network Firm Transmission Service shall have a term of not less than 12 consecutive months duration and shall be submitted no later than 60 days prior to the date upon which such requested transmission service is to commence. If a request for Network Firm Transmission Service is received with less than 60 days notice, NPPD will attempt to accommodate such requests. | |
| (b) | Requests to reserve Point to Point Firm Transmission Service having a term of six months or more shall be submitted no later than 60 days prior to the date upon which such requested transmission service is to commence. If a request for Point to Point Firm Transmission Service is received with less than 60 days notice, NPPD will attempt to accommodate such requests. | |
| (c) | Requests to reserve Firm Transmission Service having a term of at least one month duration but not exceeding six months shall be submitted no later than 14 days prior and no earlier than 120 days prior to the date upon which such requested transmission service is to commence. If a request for Point to Point Firm Transmission Service is received with less than 14 days notice, NPPD will attempt to accommodate such requests. | |
| (d) | Requests to reserve Point to Point Firm Transmission Service having a term of one week or more but not exceeding one month, shall be submitted no later than 7 days prior and no earlier than 60 days prior to the date upon which such transmission service is to commence. If a request for Point to Point Firm Transmission Service is received with less than 7 days notice, NPPD will attempt to accommodate such requests. | |
| (e) | Requests to reserve Point to Point Firm Transmission Service having a term of one day or more but not exceeding seven consecutive days, shall be submitted no later than 2 days prior and no earlier than 60 days prior to the date upon which such transmission service is to commence. If a request for Point to Point Firm Transmission Service is received with less than 2 days notice, NPPD will attempt to accommodate such requests. | |
| (2) | Requests for Non-Firm Transmission Service - Requests for Non-firm Transmission Service shall be submitted in accordance with the following schedule: | |
| (a) | Requests to reserve Non-firm Transmission Service having a term of one month or more, but not exceeding six consecutive months, shall be submitted no later than 7 days prior and no earlier than 120 days prior to the date upon which such requested transmission service is to commence. If a request for Non-Firm Transmission Service is received with less than 7 days notice, NPPD will attempt to accommodate such requests. | |
| (b) | Requests to reserve Non-firm Transmission Service having a term of one week or greater, but not exceeding one month duration, shall be submitted no later than 3 days prior and no earlier than 60 days prior to the date upon which such requested transmission service is to commence. If a request for Non-Firm Transmission Service is received with less than 3 days notice, NPPD will attempt to accommodate such requests. | |
| (c) | Requests to reserve Non-firm Transmission Service having a term of one day or greater, but not exceeding seven consecutive days, shall be submitted no later than 1200 on the day prior and no earlier than 30 days prior to the date upon which such requested service is to commence. If a request for daily Non-Firm Transmission Service is received after 1200 hours the day prior, NPPD will attempt to accommodate such requests. | |
| (d) | Requests to reserve Hourly Non-firm Transmission Service shall be submitted no later than two hours prior and no earlier than 1200 on the business day immediately prior to the hour in which such requested service is to commence. If a request for Non-firm Transmission Service is received with less than two hour notice, NPPD will attempt to accommodate such requests. Any requested changes in the hourly non-firm energy schedules shall follow the same lead times as the transmission service requests. | |
| (3) | Ancillary Services - The notice requirements for requesting Ancillary Services required in conjunction with other transmission service requests shall be the same as the notice requirements for the associated transmission service. | |
Response to Complete/Bona Fide Requests:
Following receipt of a request that meets the criteria specified above, such request shall be judged by NPPD to be a bona fide request for Transmission Service and NPPD shall make a determination of the availability of transmission capacity to support NPPD's ability to provide the requested Transmission Service.
NPPD shall notify Transmission Customer as soon as practicable after submission of its request and NPPD's determination that the request is complete and a bona fide request, but in no event later than the time frames specified below, to inform the Transmission Service Requester if the requested service can be provided without performance of a System Impact Study or if such a study is necessary to evaluate the impact of the requestor's transaction upon NPPD's transmission system.

| (3) | Ancillary Services | |
| Responses to requests for Ancillary Services required in conjunction with other transmission service requests shall be the same as the response requirements for the associated transmission service. | ||
| (4) | Loss Compensation | |
| (a) | For Network Firm Transmission Service, and Point to Point Firm Transmission Service at least one year in duration, the loss compensation value shall be the appropriate NPPD system average loss factor. | |
| (b) | For Firm Transmission less than one year in duration and Non-firm Transmission Service or non-firm transmission service under the Firm Point to Point Transmission Service capacity reservation the loss compensation value shall be the appropriate incremental loss factor. | |
Customer Confirmation of Requests:
Transmission Customer shall confirm an approved transmission request within the time specified in this paragraph. If Transmission Customer does not confirm an accepted request within the required time limit, the request may be RETRACTED by NPPD.

| (a) | For Network Firm Transmission Service, the transmission customer shall confirm the transmission request within seven days of the approval of the same transmission request. | |
| (b) | For Point to Point Firm Transmission Service with term exceeding six months, the transmission customer shall confirm the transmission request within seven days of the approval of the same transmission request. | |
| (c) | For Point to Point Firm Transmission Service with term exceeding one month but not exceeding six months, the transmission customer shall confirm the transmission request within 24 hours of the approval of the same transmission request. | |
| (d) | For Point to Point Firm Transmission Service with term of at least one week but not exceeding one month, the transmission customer shall confirm the transmission request within 24 hours of the approval of the same transmission request. | |
| (e) | For Point to Point Firm Transmission Service with term of at least one day but not exceeding seven consecutive days, the transmission customer shall confirm the transmission request within 24 hours of the approval of the same transmission request. | |
| (2) | For Non-Firm Transmission Service | |
| (a) | For Non-Firm Transmission Service with a term of more than one month but not exceeding six months, the transmission customer shall confirm the transmission request within 24 hours of the approval of the same transmission request. | |
| (b) | For Non-Firm Transmission Service with a term of more than one week but not exceeding one month, the transmission customer shall confirm the transmission request within 24 hours of the approval of the same transmission request. | |
| (c) | For Non-Firm Transmission Service with a term of greater than or equal to one day but not exceeding seven days, the transmission customer shall confirm the transmission request within 2 hours of the approval of the same transmission request. | |
| (d) | For Hourly Non-Firm Transmission Service that is submitted more than one hour prior to start time, the transmission customer shall confirm the transmission request within 30 minutes of the approval of the same transmission request. | |
| (e) | For Hourly Non-Firm Transmission Service that is submitted less than one hour prior to start time, the transmission customer shall confirm the transmission request within 5 minutes of the approval of the same transmission request. | |
| (3) | For Ancillary Services | |
| Customer confirmation on requests for Ancillary Services required in conjunction with other transmission service requests, shall be the same as the confirmation requirements for the associated transmission service. | ||
| (4) | Scheduling | |
| (a) | Energy and any ancillary services must be scheduled on approved transmission requests no later than 12:00 Noon CST/CDT on the business day prior to the beginning of such schedules for all transactions except hourly non-firm. Changes to the schedules may be permitted by NPPD after the scheduling deadline if there is adequate time to review and approve the change in schedule. | |
| (b) | Hourly non-firm energy and/or any associated ancillary services must be scheduled no later than twenty (20) minutes prior to the beginning of such schedule. Changes to the schedules may be permitted by NPPD after the scheduling deadline if there is adequate time to review and approve the change in schedule. | |
| (c) | Notwithstanding any other provision of this Agreement, after 12:00 Noon CST/CDT of any day, NPPD shall have the right to utilize and/or sell, on a non-firm basis, any non-scheduled transmission service, excluding hourly non-firm, for transactions up to and including the following business day. | |
Notice of Need for System Impact Study
After receiving a bona fide request for firm transmission service, NPPD shall determine on a non-discriminatory basis whether or not a System Impact Study is required to respond to such request. If NPPD determines that there may be inadequate capacity or available transfer capability in its transmission system to accommodate the requested service, NPPD shall so inform the requestor within the time periods specified above and inform the requestor of the need for a System Impact Study if the requestor does not desire to withdraw its request. If the requestor persists in its request and a System Impact Study is to be performed, NPPD shall tender a Study Agreement to the requestor pursuant to which the requestor shall agree to reimburse NPPD for any and all costs incurred by NPPD in performing the System Impact Study.
Once the Study Agreement has been executed, NPPD shall make every effort complete the System Impact Study within 60 business days, unless otherwise stated in the Study Agreement.
Confirmed Transmission Service Reservations
If NPPD (i) receives a bona fide request for transmission service, (ii) determines it has sufficient transmission capacity available to allow it to provide said requested service, and (iii) commits the requested transmission capacity to the requestor, then NPPD shall confirm the transmission service reservation on the OASIS. The requestor shall then receive and pay for the requested transmission service in accordance with the Transmission Service Agreement and the T-2 Rate Schedule.
In the event the OASIS is unavailable, NPPD will provide to Transmission Customer a written instrument to be executed by both Parties setting forth any terms, provisions, or conditions governing a transmission service reservation. Transmission Customer will post such transmission service reservations on the OASIS as soon as the OASIS becomes available.
Upon confirmation Transmission Customer may commence submitting hourly energy schedules to utilize its reserved transmission capacity pursuant to the terms of the transmission service reservation. If transmission capacity from more than one transmission service reservation is utilized, individual hourly schedules shall be submitted for each transmission service reservation the customer desires to schedule in each hour. The OASIS Assignment Reference Number of the transmission service reservation shall be submitted with each schedule. Except for Network Firm Transmission Service, no energy shall be delivered utilizing reserved transmission capacity until such schedules have been submitted to NPPD. The terms of NPPD's then current T-2 Rate Schedule shall govern adjustments, if any, to transmission service reservations, and energy schedules or deliveries, as the case may be, which are greater than or less than the capacity amount specified in the transmission service reservation(s).
Operation During Contingency or Emergency
NPPD may interrupt Transmission Service during contingencies or emergency conditions on NPPD's transmission system, which in NPPD's sole judgment, is required to preserve service to network service or Point to Point firm customers. Transmission Service will be restored as soon as reasonably practicable following removal of said contingency or emergency condition. There shall be no liability on the part of NPPD to any other party for transmission services so interrupted.

Network Firm Transmission Service
Load and Capability Reporting - If Transmission Customer elects to receive Network Firm Transmission Service, on or before January 1 of each year Transmission Customer shall provide to NPPD its projected loads and capabilities for the succeeding ten calendar years. Such projections shall be provided in a form which is agreed to by the Parties and shall include (i) a listing of Transmission Customer's Network Resources, including purchases, necessary to meet all Transmission Customer Network Firm Loads and firm deliveries to other entities, (ii) a breakdown of the individual Transmission Customer Network Firm Loads, and (iii) a breakdown of the individual firm deliveries to other entities. Such forecasts will be used in the planning and operation of NPPD's Transmission System.
Transmission Provider (NPPD) Responsibilities: NPPD will plan, construct, operate and maintain its Transmission System in accordance with Good Utility Practice in order to provide the Transmission Customer with Network Firm Transmission Service over NPPD’s Transmission System. NPPD, on behalf of its Native Load Customers, shall be required to designate resources and loads in the same manner as any Transmission Customer. This information must be consistent with the information used by NPPD to calculate available transmission capability. NPPD shall include the Transmission Customer's Network Load in its Transmission System planning process and shall, consistent with Good Utility Practice, endeavor to construct and place into service sufficient transmission capacity to deliver the Transmission Customer's Network Resources to serve its Network Load on a basis comparable to NPPD's delivery of its own generating and purchased resources to its Native Load Customers.
Restrictions on Use of Service: The Transmission Customer shall not use Network Firm Transmission Service for (i) sales of capacity and energy to non-designated loads, or (ii) direct or indirect provision of transmission service by the Transmission Customer to third parties. All Transmission Customers taking Network Firm Transmission Service shall use Point-To-Point Transmission Service for any Third-Party Sale which requires use of the NPPD's Transmission System.

Point-to-Point Firm Transmission Service
Point-to-Point Transmission Service – NPPD will provide Point-to-Point Firm Transmission Service pursuant to the applicable terms and conditions of the T-2 Rate Schedule. Point‑To‑Point Transmission Service is for the receipt of capacity and energy at designated Point(s) of Receipt and the transmission of such capacity and energy to designated Point(s) of Delivery.
Transmission Customer Obligations for Transmission System Facility Additions or Redispatch Costs - In cases where NPPD determines that the Transmission System is not capable of providing Firm Point‑To‑Point Transmission Service without (1) degrading or impairing the reliability of service to Native Load Customers, Network Customers and other Transmission Customers taking Firm Point‑To‑Point Transmission Service, or (2) interfering with NPPD's ability to meet prior firm contractual commitments to others, NPPD will address and determine the extent of any necessary expansion or upgrade to its Transmission System pursuant to NPPD policies and procedures and Board of Directors authorization. The Transmission Customer must enter into a contract with NPPD, in a form and substance acceptable to NPPD, to compensate NPPD for any necessary transmission system facility additions prior to their construction. To the extent NPPD can relieve any transmission system constraint more economically by redispatching NPPD's resources than through constructing transmission system facility additions, it shall do so, provided that the Transmission Customer agrees in writing in a form and substance acceptable to NPPD to compensate NPPD.
